  • Contracting workforce virtual training transforms into collaborative initiative

    REDSTONE ARSENAL, Ala.--In fiscal year 2015, the Army Contracting Command's Redstone Arsenal Center began a bi-weekly virtual training event here covering various procurement data systems and metrics-related topics. Three years later, it grew into a formalized initiative called Operation Aristotle. The initiative transformed into a collaborative and organic setting to engage and connect with the ACC-RSA workforce while educating them on the Paperless Contract File system (PCF), Procurement Data Integrity and Contract Action Reporting, and Procurement Action Lead Time (PALT) from a data and reporting perspective.

    Army Contracting Command -- Warren (ACC-WRN) realized it had a problem … a Justification and Approval (J&A) processing problem. This became apparent when ACC-WRN submitted a high priority, urgent J&A to the Department of Army (DA) for Senior Procurement Executive (SPE) approval. However, the length of time for the J&A to be prepared and processed raised questions about how truly urgent the requirement was. The issues in that particular J&A were resolved but it was clear that process improvements were necessary. While the J&A is ultimately a contracting document, several stakeholders contribute to the document preparation and are involved in the approval process. The requirements office, contracting office, legal, and competition management office are all involved with each J&A. Additionally, numerous individuals from each office play a role in drafting or reviewing the document. Each of these stakeholders could potentially cause a preventable delay in the document approval. So the focus turned to how each of these stakeholders could collectively reduce the overall time for document creation and approval.

    The Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology has announced the 2018 Secretary of the Army Awards for Excellence in Contracting, with more than a dozen contracting professionals and organizations selected for their contributions to Army acquisition. The U.S. Army Corps of Engineers (USACE) received four awards, including two Contracting Professional of the Year Awards and the Specialized Services and Construction Contracting Awards for a team and for an individual. Also earning multiple honors was the U.S. Army Contracting Command (ACC); four of its organizations received a total of five awards.

    Third in a series of articles on how Combat Capabilities Development Command, formerly the U.S. Army Research, Development and Engineering Command and now part of Army Futures Command, is supporting the Army's six modernization priorities. When Soldiers from the 2nd Battalion, 7th Cavalry dropped from UH-1 Huey helicopters into a small clearing in the Ia Drang Valley in November 1965, they became part of what is considered the first large-scale helicopter assault and the first large-unit engagement of the Vietnam War. Though immediately surrounded by thousands of North Vietnamese soldiers, American forces were able to combine air assault with the more traditional heavy artillery support to keep from being overrun. Hundreds of American Soldiers died during the battle that followed, but the air support was one key reason they were able to inflict a much heavier toll on the North Vietnamese army.
