The Strategic Services and Category Management (SSCM) Division provides acquisition strategy, acquisition planning, and market research consultation and support services to Army Contracting Command – Redstone Arsenal (ACC-RSA) mission partners and ACC-RSA Contract Execution Teams. SSCM’s eight core functions are illustrated in the figure below. The Division is divided into two Branches: Branch A (Strategic Solutions Branch) and Branch B (Strategic Sourcing Relations and Analysis Branch). SSCM serves as the liaison and the primary focal point for industry and mission partners to contact ACC-RSA regarding Category Management and Sourcing Initiatives. The ACC-RSA Expedited Professional and Engineering Support Services (EXPRESS) is a suite of blanket purchase agreements (BPAs) issued against Generals Services Administration (GSA) multiple award schedules (GSA). The SSCM serves as the acquisition management office and wants to expand the use of EXPRESS agency wide. The SSCM is currently exploring Delegated Procurement Authority (DPA) pilots at no cost to the ordering organization.
