Headquartered in Orlando, Florida, Army Contracting Command-Orlando (ACC-ORL) is a multi-billion dollar Training Contracting Center of Excellence that focuses on providing sound business advice and tailored contracting solutions to acquire products and services in support of the warfighter and our stakeholders. ACC-Orlando is comprised of four contracting divisions with a supporting staff consisting of Policy, Cost and Pricing, Systems, Business Operations, Workforce Development, Mission Operations, Property Accountability/Quality Assurance Branches and a Source Selection Center of Excellence. ACC-Orlando, on average, awards over 2,200 contract actions and obligates over $2 billion annually. Approximately 16 percent of the organization’s annual contract actions are awarded to small business firms.
ACC-Orlando provides contracting solutions through a dedicated workforce comprised of civil servant employees and military personnel and is an integral member of Team Orlando, which consists of military, industry and academia working together in the world of training and simulation to provide solutions that ensure Army readiness and modernization. ACC-ORL’s workforce is at the center of the agency’s excellence and support to the Warfighter. As a Training Contracting Center of Excellence, ACC-Orlando focuses on procuring a wide range of training and testing products and services to include non-system and system training devices, simulations and simulators; operations, maintenance and service support for test range instrumentation, ground and aerial targets, and services and threat systems for the Army. The contracting support services provided by ACC-Orlando are crucial for outfitting Soldiers with the latest live, virtual, constructive and gaming training, simulation and instrumentation, goods and services. ACC-ORL consistently delivers its contracting solutions on time and provides maximum benefit to the government, the Soldier, and the U.S. taxpayer.
In addition, ACC-Orlando is helping shape the fight through the procurement of emerging programs such as the Synthetic Training Environment (STE), Cyber Defense, Medical Modeling and simulations programs to prepare the warfighter for an ever-changing environment.
ACC-Orlando’s portfolio consists of a wide range of products and services to include Army Training Aids, Devices, Simulators and Simulations (TADSS), Operations, Maintenance and service support for non-system and system TADSS, test range instrumentation, ground and aerial targets, and threat systems for the Army.
Among ACC-Orlando’s multiple contract vehicles are Army TADSS Maintenance Program (ATMP) which provides the Army with worldwide integrated maintenance, sustainment, operations and support to execute the Army’s Training Support System (TSS) TADSS Maintenance Program. The ATMP contract is the replacement contract for the Warfighter Field Operations and Customer Support contract (Warfighter FOCUS, or WFF) to support Army TADSS. Another notable program is the Enterprise Training Services Contract (ETSC) that manages training and training assistance for members of the military and civilians in contingency operations; provides planning and support for Army, joint, and security-cooperation exercises; and performs operations-and-maintenance sustainment functions for training aids, devices, and ranges. In addition, the Systems Engineering and Technical Assistance contract provides personnel support services, and the Training and Exercise Accelerator Consortium which facilitates Other Transaction Authority procurements on behalf of ACC-Orlando’s customer base. Furthermore, ACC-Orlando manages the Training and Readiness Accelerator (TReX) contract that expedites development, demonstration, and delivery of prototype projects to increase warfighter readiness and facilitates Other Transaction Authority (OTA) procurements on behalf of the Department of Defense.
Known for our communication with industry initiatives, ACC-Orlando hosts Procurement Administrative Lead Time (PALT) Industry Days that serve the contracting community, requiring activities and industry partners alike. The monthly PALT Industry Day sessions provide attendees with the status of ongoing ACC-Orlando procurements and an opportunity to request updates on specific procurements of interest in a question and answer type forum. ACC-Orlando’s PALT Industry Days have diffused old communication myths by changing a culture of silence within the acquisition community and restored the credibility and transparency to the procurement process in the eyes of our industry partners.
